The Mission
Wings of Hope Medical Services was founded in 2018 by Dr. Ilya Katz with a mission to provide the highest quality primary care to patients who were home-bound or home-limited. Our practice helps to reduce hospitalizations and manage symptoms across all specialties, enabling better overall health and wellness for our patients.
The Vision
We are physician-led and patient-centered. Our practice focuses on all aspects of a person’s wellbeing—physical, emotional, mental and spiritual. With this foundation in place, we empower individuals and improve quality of life for both patients and their families.

Dr. Ilya Katz, MD
Founder, Medical Director
As a physician, I was taught that patient care should be disease-centered until I was faced with the terminal illness of my wife. Living through the pain of possible loss, I discovered that patient care must be person and family-centered.
Liliana Santellano, FNP-C
Family Nurse Practitioner
Lili has a Master’s as a Family Nurse Practitioner from Northern Arizona University since 2022. She has been in the medical field since 2009 starting as a nurse assistant and went on to obtain her Associate’s in Nursing from Mesa Community College in 2012 and her Bachelor’s in Nursing from Grand Canyon University in 2014.
Her nursing background consists of working in multiple specialties such as telemetry, med/surg, orthopedics, and ICU and ED. As an FNP, she specializes in Adult and Geriatric health. Her focus is on preventive medicine, chronic disease management, healthy lifestyle education, and health optimization.
Apart from medicine, Lili is bilingual and was born and raised in Arizona. Her joy is her French bulldog Milo and attending church on the weekends. She also enjoys spending time with family, friends, hiking and playing pickle ball.
Keqiang (Kevin) Shen, FNP-C, MBA MHA
Family Nurse Practitioner
Kevin Shen is a highly skilled and compassionate Family Nurse Practitioner with a decade of experience specializing in geriatric services and house call healthcare. Kevin has demonstrated exceptional expertise in geriatric healthcare, acquiring a deep understanding of the unique physical, emotional, and cognitive challenges faced by older adults.
His extensive knowledge and experience in managing chronic conditions, promoting healthy aging, and preventing complications have made him a trusted healthcare professional among his patients and colleagues.
In addition to his skill as a front line healthcare provider, Kevin has also had experience as a clinical leader who managed and operated a healthcare event that served over 20,000 COVID vaccination for the community within 1 month of time.
Moreover, Kevin is also a Nurse practitioner with dual degrees in MHA (Master of Health Administration) and MBA (Master of Business Administration). His extensive clinical expertise combined with a strong business acumen enables him to provide exceptional patient care while effectively managing healthcare operations, fostering innovation, and driving organizational growth.
Lisa Staiger, NP
Family Nurse Practitioner
With 13 years of nursing experience, I transitioned to a nurse practitioner role to make a deeper impact on patient outcomes at the provider level. My passion for nursing is driven by the meaningful connections I make with patients and my commitment to helping them achieve their health goals. Outside of my professional life, I enjoy kayaking, spending quality time with my family, and fostering kittens for a local cat rescue.
Crystal Ramos, NP
Family Nurse Practitioner
My name is Crystal Ramos. I’m a mother of two teenagers and I have a wonderful and supportive husband. I love to hike, read novels and spend time with my family. My interest in becoming a Nurse Practitioner began since my childhood years. I spent many years volunteering for hospitals and even for Hospice of the Valley to get acquainted with this profession. My journey began by first working as a Certified Nursing Assistant followed by receiving my LPN, and then becoming a Registered Nurse.
For the past couple of years I continued my education with a Masters as a Nurse Educator and then I completed my studies with a Post-Masters as a Family Nurse Practitioner. I truly love learning, providing education and being able to further my education as an individual. Being able to provide support, comfort care, and having the opportunity to help others has always been my passion. I look forward to this new journey as a Nurse Practitioner.
Gabrielle Nesselrode, NP
Family Nurse Practitioner
My name is Gabrielle (Gabby) Nesselrode. I have been a nurse for 8 years, a Nurse Practitioner for 2.5 years. I became a Nurse Practitioner because I wanted to change continuity of care for patients and having a constant provider seeing them to provide quality care treating others as my own loved ones. I love being able to advocate for my patients, the ability to listen, comfort, and become a part of my patients life.
I love making a difference in not only my patients’ lives but their families lives as well. When I’m not working, I enjoy spending time with my husband and our 5 children- running around to extracurriculars & sports, outside playing, camping, and reading.
